What is TEVS?

TEVS is a new, 32 mile-long transmission line project through the Cleveland National Forest (“CNF”) that has been proposed by the Nevada Hydro Company (“TNHC”).  It is intended to connect Southern California Edison’s “Valley-Serrano” transmission line to San Diego Gas & Electric’s “Talega-Escondido” transmission line via a new “energy corridor” that is cut along the eastern ridge of the CNF.  The proposed “energy corridor” will support the 500 kV transmission line on new, 200 foot-high towers stretching from Corona Lake to the San Diego County line

In addition to the new 500 KV transmission line, the project includes several new substations, including a 230 kV substation located on 3 acres in Lakeland Village near Lake Elsinore, a 500 kV substation and a 230 kV substation located on 6 acres in the Margarita Peak Land Conservancy, and a 2 acre switching station near Corona Lake. 

TNHC has submitted an application to the California Public Utilities Commission (“CPUC”) to construct and operate the TEVS project, and the CPUC has initiated proceeding No. A.10-07-001 to consider whether or not to grant the application.  

TNHC claims that TEVS is necessary to improve the reliability of the California transmission grid and bring renewable energy to SDGE’s service area, although studies conducted by the California Independent System Operator (CAISO) contradict these claims.  TNHC also asserts that TEVS is necessary to connect the proposed Lake Elsinore Pumped Storage (“LEAPS”) project to the California transmission grid, although documents prepared by the Federal Energy Regulatory Commission (“FERC”) contradict these assertions. 

FRONTLINES is opposed to both the TEVS project and the LEAPS project for many reasons, not the least of which is that these costly projects are wholly unnecessary and will cause substantial adverse impacts on the CNF and the rural communities located in and around the CNF.  FRONTLINES seeks to protect these communities and the CNF by persuading the CPUC to deny TNHC’s application for the TEVS project.  Toward this end, FRONTLINES has been granted “party status” in the CPUC proceeding, and has actively participated in all aspects of the proceeding itself.
