Who We Are

FRONTLINES (“Forest Residents Opposing New Transmission Lines”) is an Unincorporated Association that is filed with the California Secretary of State and which is comprised of property owners and residents within and near the Cleveland National Forest (“CNF”) that are affected by the proposed “Talega-Escondido/Valley Serrano” (“TEVS”) transmission line project and the “Lake Elsinore Advanced Pumped Storage” (“LEAPS”) generation project.  These two projects have been proposed by the Nevada Hydro Company (“TNHC”). 

FRONTLINES was formed for the purpose of opposing the TEVS and LEAPS projects on behalf of affected residents and property owners.  Toward this end, FRONTLINES is authorized by its Bylaws and Articles of Association to participate in any local, state, or federal proceedings that address these projects.  Currently, FRONTLINES is actively participating in the TEVS proceeding before the California Public Utilities Commission (“CPUC”).  In the CPUC proceeding, FRONTLINES has submitted Initial and Reply Briefs and initiated discovery requests on other parties (including TNHC, SCE, SDGE, and EVMWD).  FRONTLINES has also submitted extensive scoping comments in response to the CPUC’s Notice of Preparation of an Environmental Impact Report.  In the near future, FRONTLINES intends to submit direct testimony addressing the TEVS project and rebuttal testimony addressing deficiencies and inconsistencies in TNHC’s expert witness testimony. 

Any affected resident or property owner in or near the CNF can apply for a membership to FRONTLINES by submitting a completed application and following the instructions provided.  In accordance with the FRONTLINES Bylaws and Articles of Association, all new membership applications must be approved by existing FRONTLINES members before membership can be authorized.  Click on the link below to for a FRONTLINES application.
